Select View from the menu...then go to Internet Options... |

Next on the "General" tab, select "Settings" under the Temporary Internet files.... |

From here, make sure it is set to "Every time you start Internet Explorer". Otherwise, your computer will repeatedly download the page and all the pictures. |
